          "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: The original RWT partnership agreement was in accordance with the Public Contract Regulations 2015 and the Council's Contract Procedure Rules. This arrangement now falls under the Provider Selection Regime (PSR) 2023 and Council's Contract Procedure Rules. Under PSR for the Council to modify (change/vary) a contract during its term, consideration must be given to Regulation 13 of the PSR which sets out the limited circumstances under which a contract can be modified without the need to undertake a new procurement.\nThe provisions of Regulation 13 (1)(d) of the PSR allows the Council to vary a contract where the modification is attributable to a decision of the relevant authority, and both of the criteria in Regulation 13(2) are met. The criteria are (a) the modification does not render the contract or framework agreement materially different in character, and (b) the cumulative change in the lifetime value of the contract or framework agreement since it was entered into or concluded is - (i) below £500,000; or (ii) less than 25% of the lifetime value of the original contract or framework agreement when it was entered into or concluded.",
          "description": "This report seeks to balance immediate financial stability with longer-term transformation, ensuring services can continue to deliver effectively while evolving to meet future demand.\nIt proposes:\n• Additional investment in Children, Young People and Families to provide early support and intervention to ensure every child has the best possible start in life and achieves positive long-term outcomes.\n• Additional investment in sexual health services to improve access to prevention, testing and treatment, reducing transmission rates and improving overall population health outcomes.\n• A structured reshaping of service provision aligned to Best Start in Life principles\n• An extension of the current partnership agreement for a further six months, from 1 April 2029 to 30 September 2029.\nThis extension will ensure continuity of provision, maintain performance and quality standards, and provide sufficient time to develop and implement future commissioning arrangements aligned with strategic priorities."
