          "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: The proposed modification relates to the transition from MRI OpenAccounts to MRI Financials under the existing MRI Master Agreement. This is not a new implementation of an alternative software solution, but rather a graduation to MRI's successor platform.\nThis transition is designed as a structured progression within the same software ecosystem. Whilst customers retain familiarity with core finance principles, existing data structures and established business processes, there remains a requirement for system design, data mapping, validation, configuration and user adoption activities. This graduation approach sits between a simple technical upgrade and a full new implementation.\nDue to the proprietary nature of the MRI software platform, the required migration, configuration and integration services can only be delivered by MRI. Appointing an alternative contractor would not be technically feasible, as a third party would not have the necessary rights, access, intellectual property, system knowledge or ability to undertake the transition within the MRI product suite.\nA change of contractor would result in significant technical difficulties and substantial duplication of cost. GreenSquareAccord would be required to undertake a full replacement procurement, redesign business processes, perform extensive data migration activities, develop new integrations, retrain users and potentially reimplement financial management functionality from the ground up. This would effectively constitute a new implementation rather than a graduation to MRI Financials.\nThe costs, resource requirements and operational disruption associated with replacing the existing platform would be disproportionate when compared to the proposed modification. The continuation with MRI ensures continuity of service, preserves existing investments in system configuration and user knowledge, reduces implementation risk and provides the most economically advantageous route to achieving the required system enhancement.",
          "description": "GSA's current finance platform is centred around Open Accounts and Documotive, supported by a number of manual processes, workarounds and disconnected systems. While these applications have supported the organisation for many years, they are increasingly limiting our ability to provide timely financial information, maintain a strong financial control environment and support the changing needs of the organisation. Open Accounts is no longer being actively developed by OneAdvanced, with future support being limited primarily to legislative compliance updates and eventual product retirement.\nAs GSA continues to grow in scale and complexity, there is an increasing requirement for a modern, cloud-based finance platform that provides robust financial controls, improved auditability, enhanced budget management, better reporting and insight, integrated workflows and more efficient management of supplier and customer transactions. OneAdvanced, who are also the owners of Open Accounts, have adopted a cloud-first strategy. There will be no further enhancements to Open Accounts and the system database will be out of support by 2028. This would leave GSA open to system security and integrity risks if we remained with the product. .Implementation of OneAdvanced Financials will provide an integrated finance management platform, including general ledger, accounts payable, workflow, budget management, reporting and debt management capabilities. The solution will enable stronger governance, improved compliance, enhanced management information and greater operational efficiency whilst providing a supported cloud-based platform aligned to GSA's digital strategy. The project will therefore deliver more than the replacement of existing accounts payable processes. It represents a strategic investment in GSA's core financial systems and control framework, improving the management of expenditure, income, budgets, financial performance and organisational decision-making.\nAPI integration with MRI Housing Enterprise is critical and this is why Financials has been identified as the right solution, as well as it being the replacement for Open Accounts by OneAdvanced. Financials offers API and integration with Housing Enterprise, seamless data flow, reduced duplication, and a more connected technology ecosystem."
