    "description": "Westminster City Council (WCC) are recommissioning their Homeless Singles Supported Housing Service (previously titled Transitional Housing Approach).  \nThe service  is a pivotal and strategically aligned provision at the heart of the WCC’s Homelessness and Rough Sleeping Strategy 2024. This service is a cornerstone of our ambition to prevent homelessness, enhance recovery, and transform lives through a dynamic, tailored, and outcomes-driven approach.  \nThe Contract will deliver accommodation-based support to a portfolio of 58 bedspaces across six properties (three 24/7 staffed sites and three satellite step-downs units) based in Marylebone and Maida Vale. \nReferrals into the service will be single individuals who are homeless or at risk of homelessness with associated complex support needs including mental and physical health, substance misuse and criminal behaviours. The referrals will be made by [not exclusively] Probation, Housing Solutions Service, Adult Social Care, Street Outreach Teams and Statutory Mental Health Services. \nObjectives of the Service is to appropriately support service users to \ngain independence, experience improved health and wellbeing, access education,employment and training and transition into longer term more stable accommodation. Effective partnerships with the referring agencies, third sector and community-based organisations will be instrumental to achieving the outcomes required \nThe commencement date of this contract 05/01/2026. The estimated service commencement date is 01/04/2026. The initial term of the contract is a 3 years. The Contract may, at the Authority’s discretion, be extended for a further period of up to an aggregate of two (2) years, with a total contract period of five years (calculated from the Service Commencement Date), expiring no later than 31 March 2031.\nDuring the Contract Period the Authority may, at its sole discretion, require additional Services to be delivered by the Provider, i.e. additional units of accomodation based support. Further details of this possible increase and how it may be implemented are set out in the Specification and  Contract. As such, the Authority anticipates there could potentially be an increase in the total value of the Contract of up to 20% of its total 5 year budget. \nThe budget published includes this 20% additional capacity.",

This event will take place on Thursday, 17th April 2025  3-4.30pm \nThe procurement is specifically targeted at services for mixed gender homeless individuals with support needs in relation to homelessness including but not limited to physical health, mental health, trauma, substance use, domestic abuse and criminal justice \nThe engagement is part of Westminster City Council's plan to procure a range of accommodation-based support for homeless vulnerable individuals, in alignment with its forthcoming homelessness strategy and commissioning plan. The procurement process will be conducted under the \"Light Touch Regime\" as outlined in section 9 Procurement Act 2023\nThe purpose of this procurement is to commission accommodation-based support services, partially staffed 24/7, with the goal of helping homeless and vulnerable individuals rebuild their lives and transition to sustainable long-term housing. \nThe newly commissioned Service Providers shall keep the following priorities at the heart of service delivery:\n1.\tAn organisational culture which is supportive and empowering to service users and staff \n2.\tServices that value their staff and encourage professional development \n3.\tImproving the lives of vulnerable people in accommodation-based support that is recovery focused, safe, effective and promotes prevention of future homelessness \n4.\tAccommodation which is high-quality and conducive to promoting recovery and personal development using psychologically driven interventions \n5.\tAccommodation based support that is resilient, skilled and collaborative in managing the complexity of support need \n6.\tInnovative approach to sourcing and supporting access to longer-term accommodation opportunities for service users based on assessed need \n7.\tSupport providers who place co-production with their residents at the heart of accommodation-based support delivery and development \nThis prior information notice is not the start of a procurement process and interested provider organisations should note it is neither the intention nor purpose of the engagement events or consultation questionnaire to confer any advantage to participants regarding any future procurement process.",
