          "description": "1.\tFollowing confirmation from the Department of Health and Social Care in December 2025 of the inclusion within the Public Health Grant of ringfenced funding for drug and alcohol prevention, treatment and recovery from 2026/27 to 2028/29 that was previously provided to DCC in separate grants, the following components of the CDDARS contract are to be extended from 1 April 2026 to 30 September 2028:\na.\tIn-Patient Detoxification (IPD): an IPD Coordinator who operates on behalf of the South of Tyne 'LA4' Consortium, which includes the local authorities of Gateshead, South Tyneside, and Sunderland.\nb.\tIndividual Placement and Support (IPS): an IPS team of 1.0 whole-time equivalent (WTE) Senior Employment Specialist and 4.0 WTE Employment Specialists.\nc.\tRough Sleepers Drug and Alcohol Treatment (RSDAT): a team that comprises 1.0 WTE Mental Health Nurse, 1.0 WTE Domestic Abuse Worker, 1.0 WTE Workforce Development Worker, and 3.0 WTE Recovery Outreach Workers.\n2.\tThe net impact on the contract value of the above modifications is therefore an increase of £1,048,274.\nOriginal Contract Price Awarded £20,012,171.\nPreviously agreed modifications to the contract increased the Contract Price by £1,121,671.\nIncrease the agreed Contract Price by a further £1,048,274 in respect of this modification."

  "description": "This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to decision makers by 5pm on Thursday the 24th October 2024 to procurement.decisions@durham.gov.uk. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.\nThe council has fully considered each of the key criteria when making a decision on the award of this contract.  A particular emphasis was placed upon:\n•\tQuality and Innovation, in light of the positive outcomes achieved by the service against key performance indicators (for which the service is exceeding national averages) and the Outstanding judgement received from the Care Quality Commission in February 2022.\n•\tIntegration, Collaboration and Service Sustainability, as the provider works in partnership with a range of organisations across County Durham to ensure that integrated pathways are in place, provides in-reach into other services/organisation to facilitate referral pathways and address additional needs to support service users' recovery journey, and utilises input from people with lived experience to shape service delivery.\n•\tImproving Access, Reducing Health Inequalities and Facilitating Choice, due to increases in accessibility via the introduction of an outreach vehicle, options to access the service digitally, the provision of mobile devices to clients, and service reviews to improve the inclusivity of underrepresented groups, whilst service users are treated as individuals and provided with personalised care, with treatment tailored to their individual needs.\nBased upon the assessment of the provider's past performance across the key criteria and its ability to continue to deliver against these, the council has taken the decision to award the contract to the incumbent provider.\nThe council has fully considered each of the key criteria when making a decision on the award of this contract.
