Coverage: 59 active published awards; 10 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

From the 12/04/2024 until 11/04/2025 CAF are to provide the necesary labour provisions to ensure delivery of the Technical Support and Spares Supply Agreement in respect of a fleet of 30 x 3-car and 25 x 2-car Civity UK diesel multiple units and associated equipment (Class 195) and Technical Support and Spares Supply Agreement in respect of a fleet of 12 x 4-car and 31 x 3-car Civity UK electric multiple units and associated equipment Class 331. The labour provided are already within CAF and have the correctly assessed competencies of technical support. By keeping services in place with CAF for the next 12 months will avoid a cliff-edge drop in reliability and availability that would result from moving the labour supply away from CAF. The 12 month extension provides Northern with the flexibility to ramp up internal resources. On the Expiry Date the impacted Service Provider employees will transfer to the Operator as to ensure the technical competencies are available.

Procedure rationaleCAF are the Original Equipment Manufacturer of these fleets of trains and since the trains were first introduced CAF through the ITSS provisions of the TSSSA have developed their workforce with the technical capabilities and competencies required in order to maintain the fleets across the various locations Northern operate and maintain these fleets from. Retaining this higher level of technical support from CAF for the next 12 months will avoid a cliff-edge drop in reliability and availability that would result from moving the labour supply away from CAF. The 12 month extension provides Northern with the flexibility to ramp up internal resources. On the Expiry Date the impacted Service Provider employees will transfer to the Operator as to ensure the technical competencies are available.
