What is being bought

NEPO is awarding a Framework Agreement for Electricity Supply. The current NEPO301 Electricity Framework will end 31st March 2025 following the conclusion of the Framework Extension. The Framework Agreement will be a sole supplier Framework and will cover the purchasing and supply of electricity to Half Hourly (HH), Non-Half Hourly (NHH) sites, and street lighting (both HH and UMS). The Framework Agreement will include the provision of a data aggregator, data collector, and automatic meter reading service (AMR) with associated services and systems. The Framework Agreement will also include access to renewables (including the provision of a Power Purchase Agreement (PPA)), cleaner and greener energy. The current NEPO Framework Agreement consumes approximately 450Gwh per annum over approximately 6400 sites.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 65. The category anchor is Public utilities (65000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"description": "NEPO are using a 2-stage Competitive Procedure with Negotiation for the procurement of this Framework. The first stage is a Selection Questionnaire which will be used to shortlist suppliers. Shortlisted suppliers will then be Invited to Tender.\nThe Framework Contract will be a single supplier and single lot solution. NEPO may also wish to enter into negotiations with tenderers in line with the requirements of the Competition with Negotiation Procedure. NEPO also reserve the right not to enter into negotiations and award the Framework Contract on the basis of initial tender.\nThe most economically advantageous tenderer will be awarded the Framework Contract. NEPO does not give any guarantee and/or warrant the actual value of the services (if any) which will be placed with the successful supplier by any Contracting Authority using the Framework Contract pursuant to this process and accepts no liability thereof. \nIn accordance with the Framework Contract, each Contracting Authority will enter into a call-off contract. The call-off contract is to be entered into by both the Contracting Authority and successful supplier and will be based on the terms and conditions of the Framework Contract. \nThe opportunity can be accessed via the NEPO eTender system (Open). Suppliers wishing to be considered for this Framework Contract must register their expression of interest and submit the selection questionnaire and tender response through the Open eTendering System. If not already registered, suppliers should register on the Open eTendering System at https://www.open-uk.org/\nSelection Questionnaire and Tender responses must be submitted using the link above. Selection Questionnaire and Tender responses submitted via postal or email methods will not be accepted.\nIf you need technical assistance from the Open Support team, this can be requested via open.support@nepo.org\nPLEASE NOTE: Open is accessible 24/7 however, technical support is available Monday - Thursday 8:30 - 5pm and Friday 8.30 - 4.30pm\nFor guidance on how to submit your response through Open, please visit https://www.openhub.org/training to access the available Training Guides.",
