Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health and social work services (85000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

Procurement method rationaleTo award a contract (in conjunction with the current regional Local Authority collaboration) to St Oswald's Hospice to deliver the specialised nature of services required to fulfil the needs of Children and Young people in Sunderland. There is no other market identified at present that can provide 100% coverage of all regional localities (Durham, South Tyneside, North Tyneside and Tyne & Wear). In accordance with the Carers of Disabled Children Regulations 20110, and in accordance with paragraph 6(1)(c) of Schedule 2 to the Children Act 1989 (as inserted by section 25 of the Children and Young Persons Act 2008) services must be provided. Taking this account, there is a need to continue services with St Oswald's to fulfil the needs of Children, Young People and their families in Sunderland and across the regional locality. It is highly likely a competitive process will result in only one bid or no bids from the market.
Rationale classificationsThe works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
