What is being bought

Devon County Council (DCC) has recently developed a comprehensive Commissioning Strategy for Short Breaks for Disabled Children. This has incorporated data we currently hold that we have pulled together for this purpose, feedback from the Parent Carer Forum Devon (PCFD), Children & Families, DCS Support & Advice Team and The Disability Social Work Team. One of the aims of the Short Breaks Commissioning Strategy is to drive a more consistent and focused approach to market development thereby increasing sufficiency of good quality relevant services that will cost effectively lead to good outcomes for disabled children. Commissioners want to engage with the market to further develop this strategy and the optimal approach to commissioning services. There will be a number of engagement opportunities proceeding a procurement process to deliver the service.

Lot details

Lot 1

Commissioners will shortly be carrying out an expression of interest aimed at gaining information that will allow us to improve the offer and outcome for disabled children, young people and their families by: 1. Ensuring that all potential Short Breaks providers are aware of our Commissioning Intentions. 2. Obtaining feedback from providers on our Commissioning Intentions. 3. Communicating preliminary ideas for new services to the provider market to enable providers to help shape these ideas into a clearly defined vision and range of options. 4. Enabling us to gauge the interest of providers in the opportunities, and ascertain a range of potential approaches to service delivery to consider going forward. 5. Providing interested parties with the opportunity to consider joint venture partnerships where appropriate.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 85. The category anchor is Health and social work services (85000000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
