***This advert is for market engagement only***<br/><br/>NHS Kent and Medway Integrated Care Board (the commissioner) intends to<br/>undertake a procurement process for a Rough Sleeper Mental Health Service. <br/><br/>The service is for individuals referred by West Kent and Medway Rough Sleeper Initiative (RSI) outreach services who are sleeping rough or insecurely accommodated and who generally will not engage in formal health care pathways. The service will include providing assertive clinical assessment and interventions to individuals who generally will not engage in formal health care processes, working in non-health care settings with a range of partners, including people who have had experience of homelessness and can provide peer support.<br/><br/>The commissioner has published this Prior Information Notice to support market engagement only at this stage.<br/><br/>It is the current intention of the commissioners to procure the service and appoint a provider to deliver the service covering the West Kent and Medway region, with a potential expansion to other areas of Kent and Medway - this includes Swale, Dartford, Gravesham, Swanley and East Kent.

The service will include providing assertive clinical assessment and interventions to individuals who generally will not engage in formal health care processes, working in non-health care settings with a range of partners, including people who have had experience of homelessness and can provide peer support.<br/><br/>The contract duration is expected to be 3 years with up to a 2 year extension<br/>option.<br/><br/>The indicative annual contract value is expected to be £410,000 to provide a service covering west Kent and Medway.<br/><br/>The full contract value for three years plus option to extend for two years is £2,050,000.<br/><br/>NHS Kent and Medway may wish to expand this service during the length of the contract to other areas of Kent and Medway, this includes Swale, Dartford, Gravesham, Swanley and East Kent. If the service expanded to these areas, the annual contract value would be £940,000 however there is no guarantee of this within the contract.<br/><br/>The commissioner has published this Prior Information Notice to support market engagement only at this stage.<br/><br/>The objective of this engagement is to help the commissioner finalise the financial model, service model and procurement strategy.<br/><br/>Providers are invited to attend a virtual market engagement event which will focus on the service specification/requirements, financial model and an overview of the procurement process. <br/><br/>The event is scheduled for Monday 26th June 2023. Providers will also be invited to schedule 1:1 meetings with the commissioner following this event to further discuss the financial model, service model and procurement strategy. Further details relating to the specific timing of the event will be communicated to registered providers. <br/><br/>In order to register to attend the event, please follow the instructions provided later in this notice (Section II.2.14.1). Providers are asked to complete a short questionnaire as part of the registration process.<br/><br/>Please note, this PIN relates to service within the scope of Schedule 3 thereto (Social and Other Specific Services). The Commissioner(s) and AGCSU are, therefore, bound only by those parts of the Regulations applying to Schedule 3 services (also known as the "Light Touch Regime").<br/><br/>The commissioner does not bind itself to commencing or running any public procurement procedure further to, or as a result of, this market engagement.<br/><br/>Any subsequent procurement, if undertaken, will be commenced by way of a separate call for competition via a relevant notice published in Find a Tender.<br/><br/>Any and all information/documents that are made available to the market as part of this engagement exercise is draft and subject to change.
