The membership requirements, terms of reference and functions of fostering panels are set out in: The Regulated Fostering Services (Services Providers and Responsible Individuals) (Wales) Regulations 2019; Regulation and Inspection of Social Care (Wales) Act 2016; The Fostering Panels (Establishment and Functions) (Wales) Regulations 2018; the National Minimum Standards for Fostering Services 2011 and; the Children Act 1989 Guidance and Regulations Volume IV - Fostering Services 2011. Aims of the Service The overall aims of this provision are: • To Chair the Council’s Fostering Panel. • To ensure that the Panel remains in line with regulations, policy and legislation. • To ensure the Panel members are aware of their roles and to facilitate the involvement of all Panel members. • To make clear, evidenced recommendations. • To ensure the Panel is efficient and professional, and to provide clarity where required.
