      "features": "This procurement is being conducted under the Procurement Act 2023, using a two-stage Competitive Flexible Procedure.\nThe process is structured into two stages:\nStage 1 - Procurement Specific Questionnaire (PSQ) Suppliers are assessed against the Council's conditions of participation, covering legal, financial and technical capability. This stage includes pass/fail checks and scored specialist knowledge questions. PSQs will then be evaluated by the Council to determine which organisations will be shortlisted and invited through to the second stage.\nThe five highest scoring suppliers will be shortlisted and invited to participate in the next stage of the procurement process. Where two or more suppliers achieve an equal score in fifth position, all such tied suppliers will be shortlisted. Supplier ranking is determined solely by final weighted PSQ evaluation scores.\nStage 2 - Invitation to Tender (ITT) The selected Suppliers following the PSQ stage who meet the conditions of participation will be invited to submit a full tender. The ITT will be evaluated against the published Award Criteria (Quality, Price and Social Value) to determine the Most Advantageous Tender. Progression to Stage 2 confirms eligibility to tender and does not guarantee contract award."
