Contracting directly with Border Consulting demonstrates better value for money, in terms of time and cost, as personnel within Border Consulting were the author(s) of the original version of the security requirements document ‘Security Procedures and Safety Aspects for the use of GPS NAVSTAR By UK Ministry of Defence and Defence Contractors’, which is being incorporated and re-written into a new MOD Defstan this year.  \nIt is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service (in accordance with the relevant legislation) is lawful in accordance with regulation 16(1)(b)(ii) of the DSPCR 2011 for technical reasons. Prior publication of a contract notice in the Official Journal of the European Union is no longer appropriate.",
