St Helens Council working with Merseyside Recycling and Waste Authority (MRWA) and its partner districts - Liverpool, Sefton, Knowsley, Wirral and Halton Councils wish to tender for the composting and treatment of garden waste from established recycling services across the Liverpool City Region.
