Cornwall Council is the lead commissioner of community equipment under the Better Care Fund Section 75 Agreement between Cornwall Council and NHS Cornwall and the Isles of Scilly Integrated Care Board (ICB NHS). The CELS service provides equipment and other assistive technology to meet the support needs of both adults and children.
