Coverage: 16 active published awards; 3 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleCurrent provider has gone into liquidation and is unable to provide the service. A continuation of the service is required as a matter of urgency, in order for the Council to perform its statutory duties. Under Section 41 of the Procurement Act 2023, a direct award is permitted under justifications stated in Schedule 5. This is where a public contract cannot be awarded on the basis of a competitive tendering procedure because the goods/services are strictly necessary for reasons of extreme and unavoidable urgency, in addition the urgency is unavoidable and not attributable to any act or omission of the contracting authority and could not have been foreseen by the contracting authority.
