The Council needs to ensure these young people are safeguarded and enabled to lead independent and fulfilling lives through the provision of high quality services. The providers will be expected to encourage and actively support each young person to access education, training, employment or apprenticeship placements and the providers will be expected to have good links with colleges and the work place. The overall service from each provider will, however, need to deliver a spectrum of graduated support and accommodation which meets the needs of care leavers in Luton. It is anticipated that this graduation will comprise of a staged process will allows for ‘returns to a previous stage if the young person is unable to sustain their current level of independence. This will only take place after a six (6) weekly review and discussion with the young persons’ social worker or Personal Advisor.
