What is being bought
The Authority intends to place a contract for the White Fleet Management Services. The estimated total value is estimated at £92.065m excluding VAT across 10 years. The initial contract term shall be 5 years, with the option of extending for up to five one-year periods. As such, the contract shall have a total possible duration of 10 years. In addition to the core charges estimated at £92.065m excluding VAT, there are ‘pass-through’ charges for the cost of the vehicle hire or lease which are estimated at circa £1.681bn excluding VAT, across 10 years. Procedure rationaleIt is considered that the award of the contract without prior publication of a contract notice in the UK e-notification service is lawful in accordance with regulation 16(1)(a)(i) of the DSPCR 2011, because of the absence of suitable applications. The Authority previously intended to compete the requirement for White Fleet Management Services following the restricted procedure under the DSPCR (Tender 707920450) and a Contract Notice was published accordingly (Notice reference: 2024/S 000-033614). However, the Authority received only one application to participate in response to the Contract Notice, from Babcock Land Defence Limited. Therefore, in light of the absence of suitable applications to enable the requirement to be competed, the Authority discontinued the original procurement (Tender 707920450) and in accordance with regulation 16(1)(a)(i), intends to award the contract to Babcock Land Defence Limited using the negotiated procedure without prior publication of a contract notice, on the basis that the original terms of the proposed contract offered in the restricted procedure are not substantially altered in the negotiated procedure.
